At the request of Lithuanian District Heating Association we provided improvements for National Commission for Energy Control and Prices regarding the necessary regulated costs and incentive regulation of heat pricing. The proposed suggestions were established considering the identification of the current regulation issues, the analysis of regulation in other European Union countries with well-developed district heating network.
