Preparation of the draft rules of formation, processing and storing of reserves of energy resources and use by the Lithuanian energy companies

The legal framework of the Republic of Lithuania regulating the storage, use, replenishment, etc. of reserves of energy resources was analysed. Analysis of the current situation of heat supply companies by identifying the volume of accumulation and utilization of reserve fuel, and the compliance of infrastructure with the requirements of the legislation and the impact of the reserve fuel cost on the cost price of heat was also conducted.
In order to evaluate the practice of storage, use and replenishment of reserve fuel of foreign countries, the study reviewed the legal framework of the European Union countries. After the analysis of the existing situation in the district heat sector and an overview of the international legal framework, draft amendments of the legislation, i.e. Article 29 of the Law on Electricity and the rules of formation, handling, storage and use of reserves of energy resources to optimize the cost of reserve fuel infrastructure were presented.
Amendments to legislation reducing the reserve storage time from 30 days to 10 days were adopted based on data of the analysis drawn.
